Brazil · Energy law and regulation
Brazilian energy law, in working tools.
Checklists, risk matrices, contract review toolkits and regulatory monitoring for Brazil’s power sector — built from Brazilian primary sources, dated, versioned and delivered as PDF, Word and Excel.
All materials are currently in Brazilian Portuguese. An English edition will be listed only once a reviewed translation exists.
From land to reporting: each workstream of an energy project has a tool.
Who it is for
For teams that need to understand Brazilian power-sector rules — and prove it.
- International law firms. Explain how the Brazilian system works and where the legal controversy is, with sources your team can check.
- Investors and lenders. Map regulatory, land and environmental risk before acquiring or financing a Brazilian energy asset.
- Energy companies and consultants. Run due diligence, contract review and regulatory monitoring with a documented method.
How the system is organised
Five institutions you will meet in every material
- MME
- Ministry of Mines and Energy — sets energy policy, issues normative ordinances (Portarias Normativas).
- ANEEL
- Brazil’s federal electricity regulator — tariffs, authorisations, inspection and normative resolutions.
- ONS
- National System Operator — coordinates dispatch of the interconnected grid, including curtailment instructions to plants.
- CCEE
- Electric Energy Trading Chamber — registers contracts and settles the short-term market.
- EPE
- Energy Research Office — studies and planning that support auctions and expansion.
- ACL / ACR
- Free market (ACL), where large consumers buy directly from generators and traders; regulated market (ACR), where distribution utilities buy through auctions.

- Every rule is checked against the official source (Official Gazette, ANEEL, MME, CCEE, ONS, courts), with the date of consultation.
- Stages are kept apart: proposal vs rule in force, injunction vs final decision, bill vs enacted law.
- Each file shows its version, the date it was updated to, and a change log.
- Materials describe Brazilian law only; they are not a guide to the law of other countries.
